About the Role
POSITION SUMMARY
Solero Workforce Solutions is seeking an experienced Business Intelligence (BI) Developer to support enterprise data, reporting, analytics, and business intelligence initiatives within a large public-sector environment.
The Business Intelligence Developer will be responsible for designing, developing, testing, implementing, and maintaining business intelligence solutions that transform complex organizational data into accurate, secure, and actionable information.
The successful candidate will collaborate with business analysts, data engineers, database administrators, application developers, project managers, technical teams, and business stakeholders to develop dashboards, reports, data models, queries, and analytics solutions that support operational and strategic decision-making.
This position requires strong experience with business intelligence technologies, SQL, data visualization, data modeling, reporting, data quality, and enterprise data environments.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Business Intelligence Developer will:
Design, develop, test, deploy, maintain, and enhance enterprise business intelligence solutions.
Develop interactive dashboards, reports, scorecards, visualizations, and analytical tools.
Gather and analyze business, reporting, and data requirements from technical and nontechnical stakeholders.
Translate business requirements into technical specifications and BI solutions.
Develop and optimize SQL queries, stored procedures, views, functions, and other database objects.
Design and maintain data models that support reporting, analytics, and organizational decision-making.
Extract, transform, integrate, and validate data from multiple enterprise systems and data sources.
Develop and maintain ETL/ELT processes supporting reporting and analytics.
Create reports and dashboards using Microsoft Power BI and other approved business intelligence technologies.
Develop Power BI semantic models, measures, calculations, and reports using DAX and Power Query where applicable.
Integrate data from relational databases, enterprise applications, APIs, cloud environments, spreadsheets, and other approved data sources.
Ensure dashboards and reports provide accurate, consistent, timely, and understandable information.
Perform data validation, reconciliation, and quality assurance.
Identify and resolve data inconsistencies, reporting discrepancies, and performance issues.
Optimize queries, data models, reports, and dashboards for performance and scalability.
Establish appropriate row-level security, permissions, and access controls for BI solutions.
Support scheduled and automated reporting processes.
Conduct unit testing, system testing, regression testing, and user acceptance testing.
Troubleshoot and resolve BI application, reporting, database, and data-integration issues.
Maintain documentation for reports, dashboards, data models, business rules, calculations, data sources, and technical processes.
Participate in code reviews, technical design reviews, release management, and change-management processes.
Provide technical support and knowledge transfer to users and project stakeholders.
Follow established data governance, cybersecurity, privacy, and information-management requirements.
Perform other related responsibilities necessary to successfully complete assigned projects.
Requirements
MINIMUM QUALIFICATIONS
Education
Bachelor’s degree in Computer Science, Information Technology, Management Information Systems, Data Analytics, Business Analytics, Computer Engineering, or a closely related field from an accredited institution.
An equivalent combination of relevant education, technical training, certifications, and professional experience may be considered where permitted by applicable contract requirements.
Experience
Minimum of 3 years of professional experience in business intelligence, data analytics, reporting, database development, or a related technology function.
Demonstrated experience developing enterprise dashboards and reports.
Experience working with relational databases and SQL.
Experience with data modeling, data transformation, and data visualization.
Experience gathering business requirements and translating them into technical reporting or analytics solutions.
Experience supporting production BI or enterprise reporting environments.
REQUIRED TECHNICAL SKILLS
Candidates should demonstrate proficiency in several of the following:

Python, R, or other data-analysis technologies.
Enterprise Resource Planning (ERP) systems.
Human Resources Information Systems (HRIS).
Financial management systems.
Student, learning, operational, or administrative information systems.
Cloud-based data environments.
Master data management and data governance.
Public-sector, government, education, or other highly regulated environments.
Microsoft Power BI, Azure, SQL, data analytics, or comparable industry certifications are preferred but not required unless specified for the assignment.
DATA QUALITY AND GOVERNANCE RESPONSIBILITIES
The Business Intelligence Developer will assist in maintaining the integrity and reliability of organizational data by:
Applying established data-governance policies and standards.
Validating data across multiple source systems.
Identifying duplicate, incomplete, inconsistent, or inaccurate data.
Documenting data definitions, calculations, transformations, and business rules.
Supporting consistent definitions for key performance indicators and organizational metrics.
Maintaining appropriate data lineage and source documentation.
Ensuring reports and dashboards use authorized and validated data sources.
Supporting data-quality monitoring and remediation efforts.
Collaborating with stakeholders to resolve reporting and data discrepancies.

The Business Intelligence Developer may work with sensitive, confidential, or protected organizational information and must:
Maintain strict confidentiality of protected information.

Implement appropriate role-based access controls.

Protect confidential data throughout extraction, transformation, reporting, storage, and distribution processes.
Ensure sensitive information is not unnecessarily exposed through reports or dashboards.
Comply with applicable federal, state, and local privacy and data-security requirements.
Promptly report suspected security incidents, inappropriate access, or data exposure.
The selected candidate may be required to successfully complete applicable background screening, fingerprinting, identity verification, and security requirements before receiving access to client systems, facilities, or confidential information.
